It’s possible that the file you’re trying to access doesn’t have an owner anymore. Ownerless files happen on occasion, for example the original owner created the file in the team and they later left or were removed from the team.
While it is not possible to claim ownership of a file, fortunately a file editor has all of the same rights as an owner – they can edit, move, rename, and delete it. The file can be ownerless as long as there are editors remaining on the file. Since everyone have "can view" access, you will need to ask the owner or admin of the team to invite or give access again.
