Don't hide the button to "Open set up modal" in the MCP panel if MCP server is off

When the MCP server in Figma Desktop (macOS) is on, the MCP panel (shown in Dev Mode for a selected node) has a setup button with two lines and two circles, and tooltip “Open set up modal” which shows a popup where I can turn off the MCP server “Enabled” toggle or configure the Image source.

If I toggle off the Enabled option, the setup button disappears from the panel entirely, and if I closed the modal, the only way to turn the MCP server back on is to search the Actions commands palette for Enable desktop MCP Server.

I hope the UIUX can be improved :) The setup button should be always visible in the panel regardless of whether the server is on or off. There should be another way to indicate the server status.
