I want to convert a team’s education plan to free plan (since most of my team members don’t have the educational plan).

I’ve tried contacting Figma support during this past week, but still haven’t received a reply.

I thought I had done it already 2 or 3 times, but apparently I wasn’t able to do it because I wasn’t choosing an issue (only now did I realise that). Maybe you could set that first field to mandatory; otherwise, one could think that the request was sent when it wasn’t.
