Can't update library, says unchanged, despite changes

I am experiencing an issue where I cannot update my library, specifically cards I have designed. 

When trying to publish it says there aren’t changes and the button is inactive. There are changes, I have even deleted sections, addes section etc… to test it and it still doesn’t work.
