After adding a couple of new variables, the Publish button remains disabled, and in my connected files, I can't see those new variables added.

Can't publish a library update when only I've added new variables
I had a similar situation where changes to existing published variables did not trigger the ability to publish. I found that adding some text to the variable description made Figma recognize it as an unpublished change. Maybe adding or modifying your new variables’ descriptions might make Figma recognize them as unpublished changes.
