Annotation doesn't work in 'Draw' mode

The keyboard shortcut works but gets into a weird state:

The nav item being available caught me off guard and I did not realize the feature is meant only for ‘Design’ and ‘Dev’ (by reading the docs). Why doesn’t it work in ‘Draw’ mode too?

Eitherway, it the keyboard shortcut shouldn’t invoke it if it’s not supposed to work in this mode.
