How come the annotation will disappear after a few weeks, and only dev mode can show it? Or double add an annotation to show it out. It’s not convenient. Hope it can be fixed.

I understand you're experiencing an issue with annotations.
Just to clarify, are you saying that annotations you've added to a file disappear from Design mode after a few weeks, and then only appear when you switch to Dev Mode?
To help us understand, could you confirm if you have a Full or Dev seat and at least view access to this file? You can find more details here: View or add annotations
