All titles forced to use same style when underline applied

I’m attempting to use underline in my headings for my hover state, but discovered that when applying it, all heading styles are changed to the same style.

You can see in the video below first how it works fine without underline, but when underline is applied it all breaks, and suddenly has a different behavior.
