Admin here; cannot remove certain users

Hi, I need product support assistance to manually remove a former employee, for some reason I am unable to do so. See screenshot. I am an admin, and the user I am trying to remove is the former admin. I can only downgrade them to view. Can we please get some help on removing this user from the team?
