Adding a frame with an image fill inside a frame makes the parent frame transparent

I have a frame, that has a red fill. In that frame I have place a frame with an image fill. As soon as I do that the red fill is no longer applied and the parent frame becomes transparent. Once I click on the eye icon next to the image fill, the red background becomes visible again.
