It’s not possible to invite somebody to your Organization and not pay for their license. The only way around this is:

• Invite them to your Organization


• Upgrade them to full seat user


• Then, downgrade them before your quarterly true-up, so that you won’t be charged for this user. More information how to manage true-up in our Help Center article.
