Why do the Figma hover and clicked effects not work together? Is there any solution to these problems?

I'm facing an issue in Figma. I want my button to have a hover effect with a click. But unfortunately, I can't do these 2 things together in Figma. Is this only in Figma design, or does this type of button not work in development as well? Thanks
