Where exactly is "Constraints" now?

It’s driving me crazy. I just can’t find where “Constraints” is. I’ve seen countless of threads and youtube videos. Everyone says that it’s here:

But there is just nothing for me. What’s happening?

Constraints available only inside a frames. Probably you use a group.

In the new layout they got rid of the sub labels, i guess to save space.
