I paid someone to design my website, www. balinadurrmd.com, which is incomplete. The designer is listed as the owner, and I can only view it. I had been granted edit privileges, but that’s no longer the case. I need ownership of my website and access to make edits, and if I can’t gain control over my website. If there’s no resolution, what’s my option to release to my domain name from this website in order to create a new one?Â

If the designer only built the site but you own the domain and hosting account, you should still be able to regain control. If the designer registered everything under their own account and won't transfer ownership, you may need to move the domain to a new host and rebuild the site. Before doing anything, make sure you have access to your domain registrar, hosting account, and any CMS login (like WordPress). If you can't resolve it with the designer, I'd suggest speaking with a web developer who can assess your options and help you recover the site or migrate it safely.
