I agree to this, I am now confused and having a hard time making auto layouts for my frames.

To answer my own question, I found what the problem was. so sharing here in case it helps others.

I had played with the drawing tools and in doing so had unknowingly had changed the mode to “draw’ mode, which meant the auto layout tools had disappeared.  Changing the mode back to “Design” ( the buttons on the floating toolbar at the bottom of the screen) brought them back
