Unable to publish figma plugin

I have a figma plugin which was published some months ago, I want to upload a new version for the plugin but I am unable to do it. I am trying to “Locate local version” but it shows me a development plugin instead of allowing me to “Publish a new version”. Any guess what might cause this?

I tried updating the manifest to match my plugin ID and I was able to get the “Publish a new version” option and now I am getting an error

 

I would appreciate any help. Thanks in advance!
