Context

I am creating a navigable Figma board for a client using pages, sections, and frames. I do not want to use prototyping, and simply have a navigation system setup using the functionality of linking to frames.

Problem

I want to allow the clients (who only have Viewer Mode) to be able to toggle on/off a frame that is overlayed over another. In my understanding Viewer Mode does not even have the buttons to hide and unhide layers. So is there any way to achieve this in the design file itself?
