The tokens file is no longer shared automatically

I made a password for the tokens file and then returned it again for all the people in the organization, but the tokens file is no longer shared automatically like it was before.
and when I create a new file the tokens file doesn’t appear automatically I must add he tokens file manually to every file.
How to return it shared across all files automatically
