Some smart animations work, but the rest don't. What is wrong?

I am working on some website prototyping and have a few menus. The first I created that involved smart animate works perfectly, but the rest of the menus I created that include smart animation don’t use the smart transitions, they just fade into each other. I’ve tried a couple different things to try and fix the issue but haven’t yet been able to solve it.
