Someone have any idea how to solve this scrolling issue?

I have my frame set to scroll, and when the PDF icon is clicked, an overlay outside the frame opens. However, it scrolls when the main UI scrolls as well. I can’t seem to tell the frame not to scroll with parents. Ideas? I feel like the solution is simple but I can’t think of it right now haha.
