I am working on a file and have published component library from global component Figma file. When I tried making changes to components and publishing it again it doesn’t show dialog box for review updates.

This is usually caused by existing errors, i.e. an invalid property or other component error. Until all errors are corrected, you won’t be prompted to review or be able to publish changes.
Can you try selecting your components and/or variant sets to check if there are any errors or warnings shown that are preventing the changes from being published?
