Red line and dot

Hello Figma team,

I have suddenly started seeing red lines and a red dot on top of any object I hover over in a Figma file. Since this change, I am unable to move any objects with the move tool. I'm not sure if I accidentally clicked something that enabled a feature or changed a setting.
