Question re extending Frame and also Icons

Newbie here and really struggling on some very basic stuff.

A couple of questions - When I try to extend my desktop frame on Myaccounts_v2, so that I am able to design below the fold, three of my icons also drag, I’m not sure what I’m doing wrong?

Also with icons, on some of them I’ve been able to vectorise so I can scale and on other ones I haven’t. This is so basic but what is the exact way to do this?
