Overlay is disabling hotspots?

I have a basic prototype where clicking the hotspot on Screen 1 (Subsystem): 1. navigates to Screen 2 (One item), then 2. opens an overlay.

I have a hot spot on Screen 2 to open a second overlay, however it’s not even clickable if I’ve started the prototype from the beginning. If I run the prototype straight from Screen 2, it does work. Is something about the first overlay interaction breaking the hotspot on Screen 2?

When you start from screen 2 there is no instruction to open an overlay. You can add an interaction in the screen 2 directly to open the overlay after certain delay

In the second screenshot in my comment, there is an interaction to open the bottom overlay.
