I need to add a new team and would like to move members from other teams over. Is this possible? If the member seat that has been moved is the professional version, will this new team be upgraded to the professional version by default?

In order to move the team member to a different team, the first step is to remove them from the current team. And then invite them to the new team.
Please keep in mind that subscriptions are linked to teams (and organizations), not individuals. When inviting them, you can adjust their permissions (can view or can edit access) accordingly.
