Make effect of wave propagation

Hi,

I’m pretty newbie at Figma and image processing in general.

I’m wondering is it possible to make effect of waves propagation on the image? Something like small earthquake on the image.

For example we have image of the beach and waves in 2D space. 

How can we try to create such effect?
