I was using the free version of Figma and was able to access Figma Design Tools in the Slides section until this morning. Later today, I decided to pay for a Collab Seat to get access to more features within the software, and I noticed that I lost access to Figma Design Tools. Is this normal?

I understand that you upgraded from the free Starter plan to a Professional team and selected a Collab seat, and now you’ve lost access to Figma Design tools.
What you’re experiencing is expected. A Collab seat only includes view/comment access in Figma Design. To create or edit design files, you’ll need a Full seat instead.
