How to develop using only dev mode

Hello, our team has opened a professional version plan. I have shared the design link with the viewer permissions for the development, and I have set the development to full seats in the member management. However, in this case, the development cannot be downloaded. Image, download button is locked, how to solve this situation? If I enable editor permissions for developers, they can download cutouts, but I don’t want to enable editor permissions.
