How do I align center of circle at vertex of polygon

I have a pentagon and want to align smaller circles at the five vertices, such that that center of the circle aligns with the vertex. I also would like to place other circles such that their centers are located along spokes radiating from the pentagon’s center to its vertices. How do I achieve this?
