Since we can’t ‘code’ in Figma, it is difficult to achieve the effect you are looking for.
You can either explore various Plugins that can help you with Physics/ Particle/ Path Motion or you can manually mimic the particle effect.
There won’t be any randomness to it and will consume considerable time.
