Ho Can I create half rays in a circle?

You will need to combine a few shapes to get this result; there is no default configuration to make it in an automated way, only using circles.

Is this visual somehow similar to what you are looking for?

Most like half ellipse of the attached screenshot, I need to combine one full and half to create and effect

You can accomplish that by drawing a single line and using the new duplicate+rotate tool.
