Is your question related to a site that is published only on the figma.site? What happens if you publish the site on a custom domain?
If I refer to the documentation , you can add a snippet of a cookie banner in the head of body tag. So, at this moment, you must configure your banner via a 3rd party tool, and report the generated snippet to the Figma Sites custom code.
