Figma Make

I have a user which cant share Figma Make Boards.

Another user can, both have same license. 

The user who cant share gets following msg while click on share button.

 

 

If the user request this .. i get a request for full seat in figma.

What is wrong here, because the second user also have collab seat and can share.
