I exported my design files from previous team, and I want to upload the file to my personal workspace, the file loads for a while, during the loading I see the file created in my workspace and I get this error message. After closing the popup, when I open the file, there are no assets, only empty artboards.

I that file I used few videos, but mostly there where designs/assets that were created in figma. 

Is anyone familiar with this issue? How it can be fixed?

From your screenshot, it appears that you’re on a Starter plan. Is that correct? 

If so, please note that video can only be added to files within a paid Education, Professional, or Organization team. While collaborators on free Starter teams can edit existing video in a file, they cannot upload any videos. More information about using video is available here.
