Even default design seat is Viewer getting charged and added users are having design seat

I’m using professional plan, which is in annual pay. I have invited new users to design file with view only access and default seat is set to viewer but still they got design seat, and i have billed for 2 months for 2 users professional seat.
Please check this issue and resolve

The role of a “viewer” is a temporary position that can be either promoted to an editor or demoted to a restricted-viewer role. The main distinction between a viewer and a restricted-viewer is that the former can upgrade themselves to an editor or be upgraded by any other editor, while the latter can only be upgraded by an admin.

If you’d like to prevent additional charges from upgraded editors, you can do that by setting your user type to ‘Viewer-Restricted’ as default. This setting will require Admin approval for a user to be upgraded to a paid seat.
