I understand that you've already moved your files from your Education team to your Starter team.

You can continue working on your files in your starter team after your Education status expires. However, please note that with the downgrade to the Starter plan, you'll only have access to the features available on that plan. To check the feature differences for the Starter plan, please refer to: Figma plans and features

Can I reapply for the education plan once it expires? Just wanted to make sure that I don't lose anything and that I can recertify. I am still enrolled in a certification course

Yes, I can confirm that you can reapply for the Education plan once it expires. In order to do this, you’d need to verify your your education status. You can follow the steps in this guide: Verify your educations status.
