I have always used the free version of Figma and had no problem giving other people editing rights and collaborating on projects.
Recently, I bought the pro plan to access dev mode. Now I don’t seem to be able to give anyone editing rights without paying for their seat.
Is it true that as a pro user I can’t have people editing my file without paying for an extra seat? Or am I just doing something wrong?

To give someone access to Dev Mode, they’ll need a 'full' Design role on your team. You can only access Dev Mode in the file of the purchased team.
Just a quick reminder: each team is responsible for payment for all editors who have access to the team or your team's files, regardless of whether they belongs to another paid team or not. This is since team billing happens independently from the other.
(For additional context, Starter users, or viewers on paid plans won’t be able to access Dev Mode's advanced features in files, but they can still do basic inspection like viewing properties and measurements, copying code, and exporting asset.
Developers who need full access to Dev Mode will need an upgraded seat on a paid plan.)

- You can keep the Starter plan (free plan) to give editing rights if you don’t want to pay for the seat.
Dev mode is not included in the Starter plan. Please remind that in the Starter plan, you can only have a single team with 3 files. Anything more than that you’ll need to upgrade.
- Regarding to the Professional plan, it doesn't have a Dev Mode only seat. Dev Mode is only available as a standalone seat on the Organization or Enterprise plans.
So anyone with a full Figma Design seat (paid seat) can access Dev Mode, and all the design and prototyping features of Figma. You would need to pay for their seats if you want to grant someone editing rights.
=> Quick reminder about ‘full’ seat: people with a full seat can create and edit files, use the full set of features for each product, and work simultaneously with other people in a team or organization
=> To sum up, when you invite someone as an editor (giving editing rights with a Full seat) on the Professional Plan, they will automatically get access to the full set of features, including Dev Mode.

But can I give editing rights without the access to dev mode and not pay for the seat? I just want some people to edit but they don’t need dev mode. Thanks!
You can create new free team, move files there and give editing access to anyone you want. If you’re the only one who needs dev mode, you can move/duplicate necessary files from free to pro team when they will be ready for dev.
The pricing structure of Figma is riddled with deceptive patterns, a total rip off and for a company that tries to present itself as the bastion of the design community it is appalling that the pricing is not more transparent or fair. Incredibly frustrating.
