Cursor is not changing on resizing some frame or shape

Hi World,
Hope you guys are doing great and designing well for the world.
Facing an issue in my Macbook pro M2 2022 macOS ventura 13.5
Whenever, I move my cursor on the border of some frame or shape, it should be changed to dual arrowed cursor.
But, it does a weird thing.
Also attaching the video.
Please guys let me know how can I solve this bug.
