Yes, your documentation seems to be outdated. I follow the instructions on your first link but there is no " Creating teams" section. See attached files.

I’d like to clarify once again for those who have come across this post with similar issues, the ability to manage who can create a team in an organization is only available on the Enterprise plan at the moment.
