"Change to" greyed out

My “Change to” is greyed out ive been struggling with this for the past hour and im not sure what to do ive watched multiple youtube videos and havent gotten anywhere please anyone that can help me i need it

Change to action available only between variants of the same component

how to i make it the same component ive tried multiple times but i think it just makes it a single component

    I’d like to bump this question up and ask - why is Change to restricted to within components? I’m finding it really restrictive
