"Ask to edit" strange behaviour

I am admin inside a team “team-example”.
My colleague has edit rights inside this team “team-example”.
In “team-example” are different projects.
Always when my colleague is adding a new file inside “team-example” inside a project i need to grant access for editing.

Is this a bug?

And this is only the case for one colleague.
When other colleagues are creating a new file, i have directly edit rights.
