Any way to navigate into nested frames?

I know that it isn’t really possible to navigate to a nested frame(s) but I really need a solution for this.

What I want to do:
 

1. Home page with a selection of projects 
2. When a project is clicked, it navigates to a frame (ex. WORKS_ARCWAVE) inside top frame (ex. WORKS) but the whole frame (WORKS) remains scrollable so each project doesn’t have to be on a different page (frame) 

This way the menu on home page is useless as it would always bring you to the top of WORKS page and I’m wondering if there is any way to make what I want possible.
