Convert Figma UI template to html/css/js files

Hello, I am looking to design a dating application.
The best would be a small framework (ex: material.io) or html/css/js files/components.
I often work in javascript lately with react or next.js and I usually adapt designs to tech or include react components in designs. I have a graphic training but I try to waste as little time as possible (just a game in my company)
I found UI templates that are often provided for sigma.
After reading the Figma presentation, I don’t understand if it is possible to convert a sigma project to html/css… and maybe js files. Will I have to code the whole project from scratch? Thanks !
