How to create rings that can grow and shrink along a path, like iWatch activity rings?

I noticed that Figma has a feature in the WatchOS 11 design kit, as seen at 00:09 here:

It’s a circular path that has controls for growing and shrinking it along the circle. How do I create this from scratch, I can’t seem to find any tools that support it.
