What is “1 Dev seat adjustment” and how can i disable it? I choose only 1 full monthly seat

That "Dev seat adjustment" fee is a one-time charge, essentially a prorated amount. When you adjust seats, they are added to your next bill, and the charge is prorated based on the day you made the adjustment.
