You’re right, Dev Mode is not included on the Starter plan.

If you upgrade to the Professional plan, you will have access to the Dev Mode features, but only with a full Design seat. You will have access to Dev Mode for all files located on the team that is upgraded.

If you would like to purchase the Professional plan, you can do so by following: Upgrade to a paid plan

When you upgrade a team to the Professional plan, your subscription is calculated based on the number of paid seats in that team.

At the time you upgrade, you can choose how many Figma and FigJam seats you’d like to buy. You can add or remove paid seats at any point during your subscription term.
