Unable to publish changes from library

I have made changes to my library document, and it is not allowing me to update the changes. The button in inactive and saying its upto date when its not.

Please make sure you use the email associated with your Figma account, include links to the file in question, and share access with support-share@figma.com. Don’t worry, inviting us to view your file won’t impact your billing.

If this is your first attempt, could you please verify that your account is subscribed to a paid plan? https://help.figma.com/hc/en-us/articles/360025508373-Publish-a-library

Note: Libraries are only accessible with paid plans. While you can create and use components and styles with the free Starter plan, publishing them for access in other files is not possible.
