Allow for custom message to users requesting upgrade

This is an idea to allow Figma Admins to customize the instructions that users see when they request an upgrade in their access. This would save time and confusion for Figma Enterprise admins. Here’s why:

For Enterprise customers using SCIM, upgrade requests are often handled via tools and processes external to Figma, such as ServiceNow. (The requests are reviewed and approved, then the user is added to the correct ActiveDirectory group).

But, users often don’t know this, and when they request an upgraded license (say from View to Dev or Full), the Figma Admin has to intercept the request in the Admin Dashboard and send a separate email to the requester instruction them about the company process that exists outside of Figma. 

This is extra work for the Admin, and potentially adds confusion and delays to the process.

It would be ideal if the Admin could create a custom instruction to be displayed in the upgrade request UI.  The message they would create would vary by company, but would be something like this:

Figma access and upgrade requests are handled by our ServiceNow tool. Go to the following URL for instructions:

https://mycompany.com/xyz/figma-signup-instructions/

I’ve also really wanted this exact feature. This is core and critical for Enterprise Admins. I send at least one of these messages a week. It’s just poor process. If I could set a custom message when a user requests an upgraded seat it would be a massive QoL improvement for Figma Admins.
