After the update, when slicing across the entire frame, the 'Snap to Pixel Grid' feature is not activated.

We have not gotten rid of Snap to pixel grid. Have you by any chance disabled it on accident?
To enable or disable "Snap to Pixel Grid", navigate to the Zoom/View options menu (from the zoom level in the toolbar) and select "Snap to pixel grid" or use the keyboard shortcut:
Mac: ⌘Command ⇧ Shift \'
Windows: Control ⇧ Shift \'
