Hey there, thank you for reaching out! There are three seat types to choose from: viewer, viewer-restricted, and full. A person’s seat type determines both their billing status and the actions they can take in Figma design and FigJam files.
An admin can downgrade someone to a viewer-restricted seat at any time. You can choose whether someone is a free or paid user at any time by changing their seat type.

In Figma, you pay for anyone with a full seat. People with a full seat can create and edit files in a team or organization.

It looks like you’ve accidentally added more seats than you need on your billing page. Don’t worry, this can happen. Typically, billing is based on the number of seats you’ve added, not just those with ‘Can edit’ permissions.
So, if you’ve added 32 seats, the system may bill you for all of them, regardless of how many are actually in use. I recommend reaching out to your billing support team as soon as possible to correct the number of seats and ensure you’re only charged for the 9 members you need. If you try Sleek Bill Billing Software there is option for quick editing in invoice.

You didnt answer his question at the slightest! No need to explain what is what which is which! You can clearly answer us if we will pay for 9 seats or 32 seats? Do we pay for unused seats?

To clarify: if no changes are made, the user will indeed be billed for all 32 seats.
Here’s how Figma’s billing works with added seats: if an extra editor interacts with a Figma Design file or edits a FigJam file, they’ll count as an active editor and will be included in your monthly invoice. For annual plans, extra editors above your subscribed seat count will also trigger additional charges.
To avoid these charges, Figma only checks the number of active editors on your billing date each month. So, if you downgrade any extra editors to “Viewer - restricted” before that date, they won’t be included in the next invoice.
You can review your billed users on the “Members” tab of your team page:
Set the “Design role” or “FigJam role” filter to “Editors” or “All” to view who is currently counted as an editor.
Downgrade any extra editors to “Viewer - restricted” for both Design and FigJam roles if needed, as each editor role adds to the charge.

So in the case of the community member, if no adjustments are made, they would indeed be billed for all 32 seats. To avoid this they have to downgrade the editors who were added by mistake before their billing date.
